Small talk here but I hate how people are complaining that teens aren't working but no one wants to hire said teens! I'm trying to get a part time to take care of my dog and have spending money but no one wants to hire or even communicate back to me, I don't know if thats normal but a simple no thanks would be nice.

As an adult… I’m actually really impressed you’re trying.
Wanting a part-time job to take care of your dog and earn your own spending money? That already says a lot about you. Not every teen is even thinking like that.
I won’t pretend the job market is always fair — sometimes it’s messy and slow and people don’t communicate well. That’s not a reflection of your worth or work ethic.
Keep that initiative. The right place will appreciate it.
